それは、人の行動の読み解き方の問題だが、トランプ政権の新旧要人達の行動や言動はひたすら臨機応変であり意志決定は常に明確である。彼らは、他国を、取り裁く相手としてしか見ていない。その意味で、アメリカのレギュレーションを最も理解しているのは、彼らである。

ともかく、少なくとも東側の強国である中国が思惑を叶えるには、アメリカが従来通りのアメリカであってくれた方が中国としてはやり易いのである。只、マスク氏の行動も、トランプ氏の発言も、敵の行動を見据えた上での茶番かもしれぬ。
